REPUBLICAN killers hiding south of the border may be locked up without trial under a crackdown by the Irish government.
Premier Bertie Ahern has met security chiefs in Dublin to discuss the first use of the controversial internment policy since the early 1970s.
The Irish cabinet will hold a special meeting on Wednesday to discuss the atrocity.
Mr Ahern said yesterday: "Whatever has to be done will be done. Nothing is ruled out. We are determined to defeat this campaign in short order."
Most of the terrorist rebels are based in the Irish Republic.
Fourteen members of the Real IRA are already in custody facing terrorist charges and a number of bomb attacks have been thwarted by police.
In America President Bill Clinton warned the "barbaric act" must not derail the peace process.
He said: "I condemn this butchery and hope that the culprits will be brought to justice quickly."
The White House said Clinton's planned visit to Northern Ireland on September 3 was still on.
South African president Nelson Mandela said he was shocked and dismayed at the bombing.
He added: "We mourn with the families of the deceased and pray for a speedy recovery of the injured."
In Italy Pope John Paul II, speaking at his Sunday blessing, called the blast "blind violence" and urged Ulster to continue the search for peace.
