REPRESENTATIVES of the Spanish, Irish and British governments will form part of an advisory panel for a memorial to the Omagh bombing.
The Memorial Working Group plans to have a permanent tribute to the dead in place in time for the 10th anniversary of the bombing.
A public art competition will be launched this spring to appoint a design team for the memorial.
Teams will be asked to submit proposals for a design to link the site to the temporary memorial garden at Drumragh Avenue.
A budget of 250,000 has been set aside for the project.
The panel's make-up will reflect the international impact of the Real IRA attack of August 15,1998.
Victims came from Omagh and surrounding villages, Buncrana in Co Donegal and Madrid.
A representative from the Spanish consulate in Manchester, the Republic's Department of Foreign Affairs and the Office of the First Minister and Deputy First Minister will sit on the panel.
They will be joined by members of the north's Arts Council and Visual Artists Ireland.
A permanent victims commissioner, once appointed, will name a representative.
"The working group has moved to establish an advisory tier in recognition of the fact that the Omagh bomb had a huge impact not only locally but also nationally and internationally," working group chairman Danny McSorley said.
"The advisory panel has been appointed to take a strategic overview of the process to provide a memorial as well as to afford an external perspective and to provide advice and expertise.
"The panel will meet regularly with the Omagh Memorial Working Group to monitor progress and will also be involved in the assessment of applications received to the public art competition to appoint a design team."
