Wide welcome for declaration

THE North Secretary Mo Mowlam has welcomed the cessation of violence by the Real IRA but said it was unfortunate that it did not happen before the Omagh bombing.
Dr Mowlam also made it clear that the British Government was still determined to catch the bombers. "It is important to realise that this does not mean that those who committed the Omagh atrocity will be treated any differently.
"We made it clear when the Good Friday Agreement was agreed that anybody, after April 10, who committed acts of terrorism would be treated with the full force of the law.
She was speaking in Boston at the launch of a series of programmes in which members of the new Northern Assembly will take part.
The programmes, developed by Boston College and due to get underway next month, form an integral part of the Transition Programme which deals with the responsibilities and issues facing the Assembly.
Dr Mowlam had asked Dr Sean Rowland, of the Irish Institute at Boston College, to create a series of US programmes that would focus heavily on the substantive areas of government.
